James M. Cox and his vice-pres. Navy Franklin D. Roosevelt ran on a platform of progressive ideals that Wilson wanted to convince the democrats that making a campaign a referendum on the treaty of versailles and the league of nations but the democrats did not want to because they thought that if they took a strong stand on it would alienated the voters so they lost the election which has a surprise because the last election in 1916 most of the states voted for democrats.
