Helping freed African American become citizens was only one of problems that America faced. At the end of the civil war, the south was defeated with a devastating economy. Now, we were focused on Reconstruction, of rebuilding a nation after the war. Lincoln had a lot on his hands, he set forth starting with the Proclamation of Amnesty and Reconstruction, along with having to deal with the Radical Republicans. Lincoln came out with the Wade-Davis Bill of 1864, the Freedman's Bureau(Shortly after this Lincoln was assassinated), then Johnson takes office. He had to deal with Radical Reconstruction, the Fourteenth Amendment, Military Reconstruction, the Fifteenth Amendment, and then Johnson gave his Impeachment.
